Some of them, not nearly all.
I have some with quirky openings (ex., home plate shaped) that I had a frame shop cut the mats.

I have shown some of these before. Here is a Roger Maris cut (scorecard) that I framed with a "home plate" shaped opening along with a traditional 3 x 5:
