I would contact PSA. If it is graded as "With tab", then it had the tab (attached, I'm assuming) when it was encased. I find it hard to understand HOW the tab would have come apart WITHIN the holder, UNLESS the holder itself was poorly structured and left room for this to happen.
Unless they claim that you somehow manhandled the holder, I think it was the holder's fault for not PROTECTING the card itself.
