The Astros traded a minor league LHP to Arizona for Oliver Perez... The swap came a week after baseball's deadline for trading players without placing them on waivers -I thought that could not happen. . .

Not sure, but my guess is that since the player in question was in the minors, the waiver rule didn't apply.
