As far as I'm aware, they were packaged with "The Richmond Straight Cut� 10 count cigarette boxes (I know of one collector with a box with original contents, albeit a non-baseball player image). I also believe cards may have been found in empty Virginia Brights 10-count boxes, leading to speculation they were also packaged in there. IIRC, the backs are generic and just speak to the cards being packaged with 10-count A&G cigarettes.
