Cobb and other anglophones might have pronounced it that way, but like most French names, they pronounced it incorrectly.
Nap's roots were French-Canadian, and here in Quebec the name is, and always was pronounced in two syllables not three... It's Laj-waa

And lest we not forget Gabby Hayes famous line uttered to Mr. Rogers,
