Yes but a reprint is legal and a counterfeit is a crime. Plus the people buying these things fall into two categories. Dumb people who think there's an outside chance the card is real due to the story so they're willing to throw 5% at it. The other group is those who think, "man that looks pretty good, I bet I could pass that off." and buy it intending to rip off others. Even people who are genuinely in the reprint market don't want these cards.

Frankly, I was wondering about some of those cards also. Reprinting Babe Ruth, Honus Wagner, Ty Cobb cards I get. However, who would reprint a W519 Type 1 Eddie Collins card? Link

They aren't reprints. They are counterfeits.
