A grading company should be able to tell a factory wire cut with a razor blade or other modern cut.
Take another similar condition common and cut one side with a razor blade and look at it with a 10x loop or magnifying glass to see the difference. Cut another side with scissors and check it out with the loop. Helps you to have a little better idea if the submission fee is worth it... 1/16" is a lot though, seems like the cards are 1/16" long more times than short... Just one amateur opinion...
