Andy I am far, far from being up to date on soccer issues but collected them back in the 1980's. The ultimate reference was always the annual catalog issued by the London Cigarette Card Company.
I just checked their website and they are alive and well. Their catalog is available and it will help ID some of the older worldwide sets. I'm sure our soccer experts will have some other ideas.

Soccer Card Reference Books
Hi Andy,
I've been collecting soccer cards for many years and agree that there are not many good guides on the subject. One that I find very helpful is called Half-Time (Football and the Cigarette Card 1890-1940) by David Thompson and published by Murray Cards. It contains small write ups and checklists of most of the soccer card sets issued by tobacco companies. No prices however.
