the consignor had to pay for the cards, pay for grading, pay for shipping to and from grader, and to sterling, and pay sterling a fee. yeah those are dirt cheap prices and i am sure a loss for the consignor, if he was also the submitter.

Commons are of just no interest to buyers. I bought a "common" for $30 on one of the auction houses. It sold for $22 on Ebay (before fees). You lose a lot of flippers on commons, because there is just no guarantee you can flip it for profit.
