Brent already answered about this elsewhere. He said they are from the Philippines and have bought and paid for many items of recent. They believe it might be due to allowing international shipments too which most don't. Might be planning to sub for BGS 10 as well.

**The under bidder is also a regular buyer of ours. I think this is a case of a particularly nice PSA 10, paired with the bidder's trust in us as a seller.
