Yes, our approach is very similar. Very easy to detach and move pennants. Found the hanger clips on ebay.

Here is an example from a previous home of the setup I talked about earlier. The pennant in the middle-top is fixed to the wall with that method. It stayed up there for over a year and never sagged or fell.
