I was not aware of this, however in a lot of ways it is like auto rejecting BIN offers on Ebay.
Some get instantly rejected, so you increase your offer and it no longer gets instantly rejected. This tells me that I am at least close to 'in the range', but they may not accept your offer. It is basically the same thing. 3 cents? My gut intuition would say that is a mistake rather than a real counter offer.
