You should not submit cards in a penny sleeve and toploader. It is highly recommended by PSA and BGS that you submit in CardSaver IIs for standard cards, or the other CS sizes for oversized. Then the cards can't move around during shipping and get dinged on the way to be graded. CSI are for the 1952 sized cards, and CS4s are for tallboy type cards.
