Well, remember in the 90s most stores sold 45-count rack packs. We didn't have to rely on 1 and 5 cent packs with 1 or 5 cards in it.

Biggest set out there could mean many things. I think the largest topps set was 93, 825 cards. The 08 UD yankee legacy set has thousands of cards, the first person to complete it won a trip to meet derek jeter.
