My gut feeling was NG based on a few factors, but wanted to get some other eyes on it that are better at Joe D than I am.

Budig ball was Mantle not Joe d

Mantle did sign a few Budig balls. Pretty rare. Joe D died when the Budig balls ended so there are a lot of genuine examples.
