Congress' laws are subject to review by the Supreme Court, which is free to find them unconstitutional where appropriate. A ruling that a law is unconstitutional is not "negated" by Congress simply saying otherwise. You see, oh learned one, that Congress itself is limited by the Constitution as to what it can do.
