+1 The card is a beater at best, but it is a HA RC. Their is sentimental attachment / connection with your uncle, so to protect the card - if it were mine - I'd definitely get it slabbed. That's quite a keepsake and story.

does sharpie fade overtime?

I would say get it slabbed and sell it on ebay for whatever you can get for it because in 10-15 years that signature will be completely faded and not sure an even more faded card would be worth much. just my opinion. i could be wrong but it looks badly faded already I can imagine in a few years what it will fade too since it appears sharpie fades overtime.
