The umpire on the left appears to be (as mentioned in the OP), Bill Summers, who was an American League umpire from 1933-1959, and had a card in 1955 Bowman:
 He apparently umpired in the Eastern League from 1921-1932. The Buffalo Bisons were an Eastern League team. Steve
