Do those vouchers cover all levels? The card I'm considering is $75 fee, a la carte

The only time the vouchers can be used for higher levels is for on-site submission at the National. Last year I think you could use the 15-count voucher to get like 9 grades on site for up to $2000 or so declared value. So it was well worth it if you could get to the National.
