If PSA calls it paper loss, which with that much chipping they might, I'd guess a 2.5. Only way to know is to send it in.

For what it is worth, I have seen more modern cards with this exact same type of “chipping“ deemed a rough cut graded Mint 9. There is literally no difference in how the small surface tears present. But as this is a 1960’s card from a set without particularly documented harsh problems with rough cuts or chipping, I’m sure it would be treated differently. Sent from my iPhone using Tapatalk

Call it a rough cut or whatever, but those areas definitely look 'natural,' so it would be hard to stomach it if they were deemed a detraction.
