It appears to me that the length is correct and the width is alittle off.
(done with my handy dandy tape measure) I guess I never thought about measuring it since it has been with me since it came out of the pack and I assumed each issue is judged on its on merits as to length and width.

That presupposes PSA knows the exact measurement every set should have. They don't. If it's a standard sized modern card, it should be 2.5"x3.5" no matter if the producer made them wrong.
