Are the shoelaces painted? That's a sure sign of a 1990's nodder. The material is also a giveaway. Vintage nodders were made of some sort of composition (not paper mache, but kind of like it). The newer ones are heavier and more ceramic. The break in the head suggests ceramic, to me. The newer ones are even later than the 1980's...Twins Enterprises started doing them in about 1990.
