I've heard pretty much the same as you. As far as I remember there are a couple types of paint pens. Acrylic and oil paint pens. Any problems with these two usually involve the drying process, and since the item you're looking at is well past that, I think you're good to go.

I have 50 HofF signatures on a poster - all with paint pens. They look as good today as the day I got them 20-something years ago. The main problem, as pointed out, was smearing if the ink hadn't dried sufficiently.
