The older tool he's talking about if it's the one I was thinking about had a recess for the card, and a sort of ruler around the outside of that to measure the borders.

The newer one is a clear plastic overlay with a sort of similar ruler and a chart to get the centering.

Neither is all that precise, but they're probably good enough.
