Has anyone ever seen cards like these before?

Assuming they are scrap as opposed to display cuts or something else, I think the value would probably be higher. There was an auction a few years back with maybe a half-dozen T209-1 scrap (can't find it at the moment), and my recollection is that each card went for about $1000-1500. I was hoping to pick up one or two, but they went higher than I could afford at the time. Some were just B&W and some had color. Heritage also sold two different T209-1 scraps with color back in 2015, and they went for about $2300 and $1800. Not sure where the scrap market is these days, but these do tend to be pretty popular when they come to auction.

The 2015 sales were the ones sold in my 1st collection sale. No longer mine

As I posted above, I believe they are directly related to these panels, which were some kind of larger piece, as you just see the of some block style printing on the bottom edge of one of them. These are larger than the cards and on much heavier stock.

I would advise putting one up for auction with a good auction house. That will give you the best price/value.

I know one board member who is probably losing his mind on these. Very cool scrap. These should do very well with the right promotion and ah.
