Yeah, unless it says "Flat Rate" somewhere on the box, it's not applicable. The USPS non-flat rate boxes, just means their dimensions are within the acceptable shipping limits and you probably won't get hit with a balloon charge, but you still get charged for the actual weight of the item.

Might actually be cheaper to ship via UPS. You will have to put the tube in a box, though, to spare you from extra fees.

I sent a less than 1lb package to Canada yesterday. Without tracking beyond customs it was about $14....
And around $35-$40 sounds about right for a poster in a tube... .
