Looks like some kind of chemical deposit. That signature looks good enough to make it worthwhile to have a conservator look at it and see what can be done.
Meanwhile my big get for the...year:  Overpaid for it but when you see the right card for your collection, sometimes you have to say WTF, make your move. After all, I am Exhibitman...
