In the printing industry those smugges are know as blanket smashes. And the happen when the printing is basically doing a bad job of quality control for many diffrent reasons. They should have been pulled as waste before being sent to cutting. But you get in trouble if you have to much waste in your bin at the end of a shift from your bad work, so people would try to hide those bad sheets to make their numbers better.
