I could see them being draped around the frame of their photographs, with the tag hanging down like it would be on a neck. Basically, the frame is the neck for the chain.

The sewing worked well for some cycling medals I framed.
I do like Johns idea, and would think that in a shadowbox you could build up the backing with a shape like a Shirt collar as a support for them to hang inside the shadowbox. Sewing them down a bit would also help keep them from coming off if you moved the frame for some reason.
