Certainly don't look like wire photos to me either.
There is one seller on ebay who titles his photos "Type 1 wirephotos" which is, by definition, nonsensical.

I'm by no means the authority on wire photos but it doesn't look like a wire photo to me as there's no stamp/details on the back attributing it to the wire company.
Even if it was an original by a press photographer, wouldn't it have the stamps from the new organization on the back? Could it be a modern reprint of an old photo? Finally, is the writing on the back ball point pen? Ball Point pens were first commercially introduced in 1945. If it's ball point pen on the back, it seems unlikely that many people were using them in 1945.
