Default these were all sellers request to save the fees , done many as goods and service

I wonder if they are only measuring the 35 on the sender, or if there is also going to be a watch on recipients getting 35 or more gifts. Sending gifts doesn't necessarily indicate a potential "business" purpose as much as receiving them, at least to me.
