I'm just an enthusiast but offer that Topps was pumping out a TON of different products in 1967 and quality control (such as it was) may have been wanting at certain points. That's a guess though, I'm not sure how much work was put into examining each press run once the proofs were agreed. A lot of these type variants seem to be the result of loose elements affecting image quality during the printing stage.
