You have it correct….. regular cards glued to paper and then cut out to try and save them….. remember kids traded and flipped cards back in the day, your relative may not have been the “guilty” party who originally applied the glue. My experience with glues on scrapbooks and other paper/cardboard is the ones from 1945 on are generally pretty darned permanent……. not all but most. I’d just leave em that way….. novelty items .
