If the grade is bad whether too high or too low, I think the any card should be removed from the holder. I'm talking about bad grading, not the typical bellyaching over 6 versus a 7. I don't see how bad grades, no matter how official and registered, is a benifit to the hobby. This is for the same reason that a counterfeit should be removed from the holder asap.

Noted that I don't buy or sell professionally graded stuff, so I speak from an ivory tower.
