A question about ebay's new policies

Since I am not a lawyer I don't want to tackle this, but I do want to mention that I sell weekly on ebay and I am still getting a few checks a week from buyers. So I don't think ebay really is forcing people to use paypal. I must admit I don't fully understand what this is about.
