I think the top 9-10 SL'ers probably slip into a different order depending upon individual experience but some do seem a bit tougher than others. Foster seems tough right now, Persons at one point was toughest SL'er on Scot's list.

My list is a bit different. I have found Cranston, and Revelle and Shaughnessey to be difficult. Bay and Mullaney were never a problem to find for me or my brother. 2007 was when I could last afford to buy a Shaughnessey card. Foster might be pretty tough as I have only ever had 2 of his card.

Is the Old Mill back more common than Piedmont on the Soutern Leagueres? On certain cards, more Piedmonts seem to be available.

I would like to get back to scarcity, but I have found Piedmont-to-Old Mill Sl'ers to be about 60-40, favoring Piedmont backs.
