They very well could have been. There were not really many rules prohibiting that type of behavior then. Ever wonder how a diamond cut card came about. loaded incorrectly when cut. What about the QC for the focus on some? May have been fine to them And as far as the hand cut goes. If the boss gave you a sheet of cards to cut by hand and you had a few to drink or maybe a few sheets to cut I bet by the end they would be chopped.

The T207s were extremely scarce until 5-6 years ago when a huge find occurred. I know I bought several at the time and subsequently sold them off.
The T206s pop up every know and then. I bought a group of 3 cards about 15 years old, a Heinie Wagner red Hindu a Bender blank back and one other oddball card. Wish I still had them

Is it just me, or do the T206's and T205 in the original post have some bleed through to the back?
