The key is that the panel has the correct version of Hooton's card. It was originally spelled "Hooten", and was corrected very late in the print run, making the corrected panel very scarce/rare.

So, you take an already rare card, have it in original panel form, still uncut from the box.....you have a rarity x3, basically.
