Opinions regarding a Ramly

I have handled a fair share of Ramly's and I have never seen one with this type of uneveness of border coloration (mainly right side towards center of card). At first glance it looks as if sections of the border peeled and were re-touched. It has already been under my binoc-scope at 40x and the black light....nothing conclusive either way. Should the fact that it is PSA-holdered make me feel any better? Re-colored or a printing flaw?
