After all this time, opening up regular submissions at $100 is laughable. Especially with pomp and circumstance around how they have improved their systems and have expanded their capacity. Meanwhile, most of us are sitting on orders that have been in for over a year. I won't be submitting anything until bulk/value come back, even then, my submissions will look very different than the past. At $8, the low grade cards that I buy would be encapsulated, that is actually how I stumbled in to most of the sets that I have put together, but now, when the cost of grading exceeds the value of the card, it just doesn't make sense anymore.
