No sport I can think of has to be frozen in time like baseball for some reason.

When's the last time they changed the rules in rugby, soccer, tennis, curling, archery, any of the classic Olympic sports, golf, volleyball, etc. I don't know the answer, they may have all changed in recent years.

It's the American obsession that all change is good, these changes are not in the best interest of baseball, they're designed to appease the American habit of instant gratification. It's the difference between a European and American lifestyle. Classical music and 80's hair band music, Chess and checkers.

Volleyball did a massive rule change, going from side out to rally scoring. It used to be that only the serving team could score but now every time the ball touches the floor a team is scoring (whether they served or not).
