1) The USPS is a government agency. Therefore the profit motive isn't a factor here. It's not their money so nobody cares (or gets fired). 2) The more convoluted the journey, the more man hours the journey requires. This facilitates empire building by the postal workers' union while at the same time increasing job security for the individual employee. So it's a win, win situation for the post office workers. The only losers are those tracking the shipment and complaining about it on discussion forums.
