Here's the 645 Jumbo case you mention. It does contain a single display tray with 24 56-card packs.
If the cases above contained 3 of these, I would expect that it would also carry a 645 code. In addition to the Jumbos, the rack, 15-card and 29 card packs also were packaged 24 per box, so it could also be any of those...but for the mismatched code.

I am calling these as series 1 and 2 rack cases.
Reason - looking back, 3-box rack cases had the 981 code for years (6-box cases were 971), with the oldest I could ID being from 1967. In many of those years, boxes and packs carried different 3-digit code sections (mainly 034 and 991). I think that these are probably 1994 rack cases - who knows the boxes and packs were coded differently.
