The entire situation screams "shill bidder" to me.

If you remove the "winning" bid from the equation in today's auction. I won it for $20.50

But that was a stupid amount to shill...

I sent this to the seller :

"I'm confused as to what happened with this auction, and curious as to why it has been relisted so quickly. Obviously I have an interest, but now I am concerned about shill bidding.

Had the "winning" bid not been placed, I would have won that program for $20.50 + tax and shipping this morning. If you cancel the current auction and relist as a $50 buy it now, with free shipping I will buy it. That seems quite fair.
